Mark Topping
Mark joins NPower NY as a Senior Manager in the consulting practice with over 10 years of experience in consulting and managing information technology. Besides being responsible for delivering a range of solutions to NPower NY clients, Mark is also involved in the strategic development of NPower NY as an enterprise.
Prior to joining NPower NY, Mark was Deputy Commissioner for Technology & Administration at the New York City Department of Buildings. Soon after joining the agency as the Commissioner's Chief of Staff, he was thrust into the role of coordinating the agency's response to the terrorist attacks at the World Trade Center on September 11, 2001, which included a multi-sector task force and modifications to the New York City building code. As Deputy Commissioner in the Bloomberg Administration, he initiated and managed a strategic planning process that has been the framework for some of the most significant reforms within the agency in over a generation. As part of the executive team, his day-to-day responsibilities included managing a $100 million budget, the human resources and facilities for over 1,000 employees, and the continuous analysis of the agency's performance and programs. He was responsible for the implementation of two award-winning information technology systems, including a Web-based interface to the agency's legacy mainframe database and a new handheld-based system to schedule and coordinate field visits by plumbing inspectors.
Before coming to the buildings department, Mark joined the City of New York in the Mayor's Office of Operations, where he was responsible for monitoring performance and implementing strategic initiatives in more than nine city agencies. At Operations, he was a member of the Citywide IT Steering Committee and completed a requirements analysis for an integrated business intelligence system. Prior to joining the City, he was an organization development consultant at Downey Kates Associates in Manhattan, where he helped large corporations develop strategic plans and enhance their effectiveness through assessment and structured senior-level decision making.
Mark holds a Masters of Public Administration from New York University, where he was a Dean's Scholar. He graduated with a Bachelor of Arts from Oberlin College. In his spare time Mark enjoys exploring the new and fascinating world (from the gems of Brooklyn to the wonders of Japan) from his daughter's viewpoint.
